The level of devastation in Taiwan following the onslaught of Typhoon Morakot was such that the military?s role was extended to assist in the evacuation and rescue operations. The Taiwan leadership acknowledged that the biggest risk to the country is currently extreme weather and climate change. The death toll from Typhoon Morakot exceeded 500 with hundreds buried in mudslides. In the near future the Taiwan armed forces are anticipated to undergo intensive disaster response training following establishment of a national disaster prevention agency which will take over crisis management from the National Fire Agency. This is an emerging trend with a number of countries already assigning their armed forces disaster prevention and rescue as central responsibilities. ?The enemy is no longer people across the Taiwan Straits, but nature? said the Taiwanese President Ma Ying-jeou. Relief operations involved usage of military heavy-lift helicopters and inclusion of Special Forces for rescue operations in the worst hit areas.(ii)

The effect of climate change is likely to bring about more violent weather, altered drought and rainfall patterns, more intense storms, more temperature extremes and more intense and severe downpours. These findings are well acknowledged in a number of studies. Investigation and studies into climate change and trends have drawn in numerous institutions including the World Water Council (2003). (iii)

Profiling extreme weather events in 2009 revealed disconcerting trends. The year started with severe deep freeze which swept through Europe, mudslides and avalanches in Washington State, prolonged drought in Kenya, a cold-snap in mid-western US, cyclones in Madagascar, and several storms in parts of Europe. While the impact varies depending on the natural disasters, the results remain horrendous. It include those frozen to death, extremely large numbers being evacuated, millions at risk of acute hunger, closure of airports, cancellations of hundreds of international flights, and also power cuts. Elsewhere drought devastated crops and water supplies to millions cut while wild fires destroyed farms and homes in California and Australia.

Bursts of violent weather have been prominent of late with combinations of intense snow blizzards, and succession of violent tornadoes in various parts of Midwestern US. July 2009 saw intense flooding in China with massive destruction and 700,000 people evacuated, while torrential downpours in India destroyed a number of villages and left 500,000 people homeless.

Overall, the extreme weather events have considerable impact, posing serious challenges to our present-day society in coping with the future. With continued global warming, climate change will bring about increased frequency and intensity on extreme weather. So, to what magnitude will the impact be from this expected extreme weather? It will be tempered to the extent that current governance takes steps to develop responses and sustain preparedness to deal with it when it happens. The Taiwan experience with disaster said it all. Natural disaster can be a political disaster.

High winds, heavy rain, storm surges, flooding and sometimes even tornadoes are the signatures of a hurricane, one of the most destructive natural hazards known from the Caribbean to the Canadian Maritimes. How can you prepare your home and family?

1. During the hurricane season, listen to local news and weather for advance warning.

2. Once a warning has been issued, become more vigilant in listening for updates while you prepare your home.

3. Bring all your lawn furniture and movable objects like planters and barbeques into the garage

4. Watch out for any damaged trees or branches and deal with them before exposing them to hurricane winds.

5. Make sure that any basement or ground floor windows or doors are sealed to prevent flooding in your home

6. Be prepared to evacuate, this will be more likely if you live in a mobile home or are located in a coastal or low
lying area.

7. If you have livestock you need to decide where they will be safer, outside or in. That will depend on the
strength of their shelter and the type of livestock.

8. If given the order to evacuate, do so sooner rather than later.

9. Before you go, secure your windows with storm shutters or 5/8″ plywood.

10. Use straps or clips connected to the frame of your house to give your roof extra stability

11. Make sure that your family emergency kit is complete and ready to go when you are.

12. Fill your tubs and some buckets with water.

13. If you’re at home during the storm be sure to keep all the doors and windows closed and take steps that will keep them that way for the duration.

14. Stay in an interior room in your home on the main floor or in the basement and preferably with a heavy table or other object close at hand under which you can take shelter if necessary.

15. Bring your family emergency kit with you

16. Don’t be fooled by the eye of the hurricane. It’s not over.

17. After the storm carefully inspect your home for any structural damage and if you do see signs of it don’t go in the home or allow anyone in your family to go in either.

18. If you turned your power off, don’t turn it on until you’ve been told its OK and don’t drink the local water until it too has been cleared.

19. If parts of your home were flooded you will need to discard anything that you can’t thoroughly clean and disinfect to avoid the possibility of keeping a long term health hazard in your home.

None of these steps are complicated and every one of them is important. If you live anywhere near a hurricane region keep a copy of this information close at hand.

Get as far away from trees and cars as you can, as they may be blown onto you in a tornado.?NOAA further advises that, despite popular myth, a highway overpass is definitely not a safe location.?Check the NOAA website for more detailed information.

In all my years of camping, I have had to take refuge from tornadoes only twice.?But each was a fairly unnerving experience, because all you can do is wait to see what will happen.?In both cases, suitable shelter buildings were within easy distance, which will typically be the case unless you are back-country camping.?That doesn’t mean you should not go back-country camping, but it does mean you need a plan for your specific camping location.??

Depression – Weather and Sleep

Today is very bad weather. I hate rain because it provokes depression. In rainy days I do not want to do anything. I become so lazy. The only thing I want to do is to sleep. I ask my wife not to disturb me and give me a chance to forget about all problems and relax. I think that many people in rainy days have depression symptoms. Moreover, scientists have proved that weather influence on our health. They called it Seasonal Affective Disorder.

Sleeping is a very good method to relax and restore your health. When I cannot make decision I go to bed and try to fall asleep. In the morning I understand that my problems are not so difficult and solutions are very simple. I recommend all people who lose life meaning to sleep more. Please, if you feel that depression returns to you, do not go to bed at 2 or 3 am.

Once one of my friends had a lot of depression symptoms. He regularly complained that he did not want to eat and even speak with anybody. Moreover, he started to lose his weight. Doctors tried to identify why it happened. As a result, they found out that the main reason of his diseases is not getting enough sleep. It was true because he very often (at least 2-3 days a week) went to bed at 3 or even 4 am and got up at 8 am in order to go to work. Finally, such regime almost destroyed his nervous system and led to depression.

Doctors prescribed him to stop such kind lifestyle and go to bed at 10 pm. He agreed to do it and during 2 weeks his health got better. His attitude to life has changed. Now he is a very positive guy who is always in a good mood.

Another my friend did not believe in this theory and decided to check it. During one months he also went to bed at 2 or 3 am. As a result, in several weeks an energetic and sunny man turned into “bundle of nerves.” He became very aggressive. Now I am sure that good sleep is one of the methods to get over depression.

I don’t have much experience with snow. Growing in up sunny Las Vegas, I became an expert blackjack player and a connoisseur of local ‘entertainers’, but topics such as winter preparedness always escaped me. But all this changed when I was invited on a winter trip to the mountains with my friend Bob.

Bob had word that the abominable snowman had been sighted in a little known wooded area and he was determined to investigate. So we packed up our skis and other supplies in my old 1958 Edsel Amblewagon and hit the road.

As we drove, Bob gave me the lowdown on the elusive snowman:

“Everyone who has tried to track him has been unsuccessful because they’ve tried to hunt him. They forget that he’s part human and therefore his humanity must be appealed to. I’ll first befriend him.”

“Then what?” I asked.

“Well, when I’ve gained his trust, I’ll throw this bag over his head, knock him out with a rock , and sell him to the circus!”

After a long drive, we reached the spot and set up camp. Unfortunately, a storm was moving in and within an hour snow began to fall thick and fast. Despite this, Bob set out into the woods to stalk his quarry. An hour passed, then 24, then 48. I knew I had to do something to find my friend so I drove out onto the icy roads. My trusty Edsel was no match for the winter conditions, and soon I was sliding around like a hockey puck.

I jammed hard on the accelerator, but only succeed only in drifting off the road and into a snow bank. It seemed I was done for. But then, I heard noises of approach. Two figures came out of the gloomy forest and slowly walked toward my car. I grabbed my tire iron and prepared for a confrontation.

But my fear was unfounded. It was Bob and the abominable snowman! I greeted them.

“Hey Bob! Hey Snowman!”

“Hey man what’s up”, said the snowman, smiling in a friendly way.

Luckily the AS was an expert in putting chains on vehicles, having lived so long in frozen conditions. He enlightened me on several topics including the proper way of fastening the speed hooks and how to add rubber fasteners to increase the lifespan of the chains.

We were soon on our way back to civilization with our new friend.
